Greenhouse Gas Emissions and Environmental Costs of Electricity Consumption in Mexico (2003–2022): An Evaluation by Federal Entity

Abstract

This study estimates greenhouse gas emissions and the associated environmental costs derived from electricity consumption across Mexico’s 32 states between 2003 and 2022, with the purpose of comparing subnational environmental burdens. Emissions were calculated following the IPCC Guidelines, using the 2022 national emission factor provided in SEMARNAT’s RENE calculator and a top-down approach based on annual electricity consumption by state. The Quarterly Indicator of State Economic Activity (ITAEE) was also incorporated to analyze the relationship between economic activity and environmental load. The results show that emissions increased by 27% over the period examined, particularly in metropolitan and industrialized areas. The main contribution lies in offering a comparative assessment that highlights territorial asymmetries and supports the need for differentiated strategies to reduce emissions associated with electricity consumption in Mexico.
